Cornwall Partners in Care News

Cornwall Partners in Care hold weekly briefings with Cornwall Council and Cornwall Partnership NHS Foundation trust. These meetings involve Jonathan Price (Joint Director Adult Care and Health for Cornwall Council and NHS Kernow), Mary Anson (CPIC Chair), representatives from the CPIC Committee, and occasionally colleagues from the Council.

Daily update - 11th February 2022

The meeting today included Jonathan Price, Val Smith, and Clare Hall Davies, along with Mary and Richard from CPIC. Apologies were received from Christine, Phil, and Kate. We discussed; 

• The Council are still working on the fee uplift situation. Hopefully more info will be available to circulate next week.
• Jonathan discussed the national Fair Cost of Care exercise (as opposed to our own) that the Council is required to undertake are undertaking, initially for Home Care, but with a view to covering Care Homes too in time. Jonathan indicated that he and/or Kate would like to attend the next Home Care Forum.
• A discussion took place around how better quality data could be obtained from Providers around their workforce situation. Without wanting to add any additional burden onto Registered Managers, a short (3 or 4 questions) monthly survey could produce some valuable data to provide evidence at key meetings such as ICC. The NHS has their Opal ratings, it would be useful to have something similar to make it easy for people to grasp the situation in social care at any one time. It may be that we can challenge more of the public sector (health in particular) if we have this, as currently their stats come from the capacity tracker and the Skills for care adult workforce dataset, and as supplied to them by the Proud to Care team.  If the different ways of collating this information turn out to be the same, then we would not need to carry on duplicating.
• We discussed Proud to Care as feedback from providers is that the job vacancy board is not producing much in the way of applications and there is little in the way of tracking through the website itself to demonstrate its value. There are still lots of providers advertising on the Proud to Care website however, which suggests that even if the returns are not there immediately Providers do still value the brand. There is funding for the Council to overhaul the Proud to Care website, which will allow a great deal more performance monitoring for adverts. There should also be funding to support advertising to improve the reach of the website, particularly to attract job seekers from outside of the care sector.
• It was agreed that the 90 minute meeting last week was useful and future meetings will also be changed to 90 mins.
• Mary reported on a parking situation at Treliske where a lost parking ticket cost a Registered Manager £15, even when they had evidence that they were only there for a short appointment to assess a patient. It was recognised that this is not exactly sending a positive message when Hospitals want people to come and assess patients for discharge. This will be passed to Tim Mumford for escalation.
• PBM training – an update on this will be available next week when Dylan is back from leave.
• Christine had previously put forward the new offer from Grey Matters as something that may warrant funding from the Workforce Recruitment and Retention fund. The Council are looking at the options around this as all options must be considered in a structured way.
• We discussed how to best raise awareness of the issues that Registered Managers face to highlight the levels of responsibilities that are placed on them. This will be explored further outside of this meeting.
